A slip-and-fall claim can arrive weeks after the snowbank is gone. By then, memories are incomplete, site conditions have changed, and a vendor’s assurance that they “were there” carries very little weight. The snow records required for a commercial property are the records that can establish what happened, when it happened, what conditions existed, and what was done to protect the site.
For Chicagoland property and facilities teams, this is not paperwork for paperwork’s sake. It is operational proof. It supports safe access, informed decisions, insurance reporting, and a defensible response when an incident is alleged. The goal is not to create a stack of forms. The goal is to create a clear, credible record of winter operations.
Why winter service documentation matters
Snow and ice liability rarely turns on whether a contractor owns plows. It turns on facts: Was the property monitored? Did the team respond to the actual conditions? Were high-risk areas addressed? Can anyone verify the timing and scope of work?
A commercial site may have loading docks, entrances, emergency routes, accessible parking, sidewalks, stairwells, and tenant access points that require different service priorities. A single invoice reading “snow removal” does not explain whether a delivery lane was plowed, whether a west-facing walkway was treated for refreeze, or whether the crew returned after freezing rain.
Good records also keep operations moving. When a facilities manager receives a service report before employees, patients, customers, or drivers arrive, they know what was completed and what requires attention. That clarity is far better than chasing a contractor during a storm.
Snow records required: the core documentation
There is no one universal checklist that applies to every commercial property. Contract terms, insurance requirements, local rules, property use, and legal advice can all affect what must be retained. Still, a complete winter operations file should include the following records.
- A signed scope of service. The agreement should identify the site, service areas, trigger depths or weather conditions, priorities, exclusions, response expectations, material terms, and who has authority to request extra work. A site map is especially valuable for multi-building campuses and complex industrial properties.
- A pre-season site assessment and action plan. Document known hazards before the first event. Note drainage problems, shaded sidewalks, steep grades, accessible routes, fire lanes, ambulance access, loading areas, snow-storage limits, and locations where snow cannot be pushed. This shows the site was planned, not simply plowed when accumulation became obvious.
- Weather monitoring records. Keep the forecasts, alerts, and observed conditions that informed service decisions. Temperature changes, freezing rain, lake-effect bands, wind, and overnight refreeze can matter as much as snowfall totals. Records should show that conditions were being watched, particularly when no plowing was needed but ice management was.
- Service logs for every visit. Each visit should capture the date, arrival and departure time, crew or equipment assigned, areas serviced, work performed, and any conditions encountered. Separate visits matter. A plowing pass at 2:00 a.m. and a salt application at 6:30 a.m. are not one event simply because they occurred on the same calendar day.
- Material application records. If deicing material is applied, record the product type, quantity, application area, and timing. This helps confirm the work performed while giving the property team useful visibility into material use and site conditions.
- Before-and-after photos or other proof of completion. Time-stamped photos should capture the areas that matter most, such as primary entrances, accessible parking, sidewalks, loading access, and emergency routes. Photos are strongest when they are tied to the service visit and site plan rather than saved as an unorganized camera roll.
- Exception and communication records. Crews should document blocked access, parked vehicles, broken gates, tenant obstructions, equipment failures, drifting, inadequate snow-storage capacity, or conditions outside the agreed scope. Keep related calls, texts, emails, and authorization records with the storm file.
- Incident reports. If a fall, vehicle collision, or access issue is reported, preserve the report promptly. Capture the reported location and time, conditions observed, witnesses, photos, video-preservation steps, and the service history for that exact area. Do not alter prior service records after an incident. Add a separate, dated incident record instead.
What makes a record credible?
A record is more useful when it is specific, timely, and consistent. “Salted property” is vague. “Applied deicer to main entry walks, accessible stalls, north stairwell, and employee entrance from 5:42 a.m. to 6:18 a.m.; pavement wet, 29°F, light freezing drizzle” gives a far clearer picture.
Time stamps should reflect actual service, not an end-of-day estimate. Photos should show enough context to identify the location. The same naming conventions should be used across storm reports, invoices, site maps, and internal communication. If the records contradict each other, they can create more questions than they answer.
Documentation also needs a chain of accountability. A commercial property should know who reviewed a service exception, who approved snow hauling, and who received notice that a drive lane could not be cleared because trailers were parked in the way. Winter risk is often managed in those details.
Keep records long enough to matter
How long should you keep winter service records? The honest answer is that it depends. Your contract, insurance carrier, internal records policy, applicable laws, and legal counsel should guide the retention period. A hospital campus, school, industrial facility, and office park may carry different risks and documentation expectations.
Do not rely on a vendor’s retention policy as your only safeguard. Request copies of service reports, photos, material logs, and invoices throughout the season, then store them in your own property records. If a claim is made, preserve the full storm file immediately, including communications and surveillance footage where applicable.
A practical system organizes records by property, winter season, and weather event. Each event file should connect the forecast, action plan, service visits, photos, exceptions, approvals, and final invoice. That structure allows a risk manager to retrieve the right information without reconstructing a storm months later from scattered emails.
Build documentation into the service plan
The best time to define snow records is before the first forecast. Ask your snow and ice partner what information is captured on every visit, how proof photos are delivered, how exceptions are escalated, and whether reports identify work by site area. Ask who makes the call when conditions change at 3:00 a.m. and how that decision is documented.

When the vendor cannot produce records
A contractor who cannot provide service details is asking the property to accept uncertainty at the worst possible time. That does not automatically mean the work was not performed. Treat missing records as a vendor-management issue, not merely an administrative annoyance. Review expectations before renewal. Define reporting standards in the contract. Require timely delivery of storm documentation, and make sure your team knows where those records live.
When ice forms before sunrise or a 25-inch storm closes in, no one should be searching for answers. The right winter records make the work visible: the site was watched, the plan was executed, the hazards were addressed, and access was protected.
